    URGENT >> BULLETIN >> MOVING: (Updated 6:37 a.m. EDT Oct. 31 U.S.A.) Eric Frein, the man accused of ambushing two state troopers under cover of darkness outside their barracks in rural northeastern Pennsylvania, has been captured after a 48-day manhunt, Gov. Tom Corbett announced on Twitter.

    Frein, 31, became one of the FBI’s 10 Most Wanted Fugitives after allegedly shooting one trooper to death and wounding a second one on Sept. 12.

    KDKA, the CBS affiliate in Pittsburgh, is reporting that troopers put the handcuffs of slain colleague Cpl. Bryon T. Dickson on Frein when bringing him in.

    Multiple media outlets are reporting that Frein was captured by the U.S. Marshals Service near or in an abandoned airport hangar in northeast Pennsylvania. Frein, a purported survivalist, apparently hid in the Pocono Mountains after the attack.

    The Altoona Police Department (Pa.) is reporting on its Facebook site that officers have arrested a Russian national after a suspected bomb and bomb-making materials were found in a suitcase in his apartment.

    A Pennsylvania State Police bomb squad “safely deconstructed” the device, the Altoona department said, adding that “appropriate Federal Agencies were notified and are assisting with our investigation.”

    Vladislav Miftakhov, 19, of North 9th Avenue in Altoona, was arrested, the department said.

    Altoona is a college town of about 46,000 in semirual Blair County, situated in South Central Pennsylvania. Pennsylvania State University has an Altoona campus with an enrollment of 3,861. The Altoona Mirror is reporting that the suspect is listed as an engineering student at the campus.

    The Altoona Police Department said officers were “investigating a reported marijuana grow operation” when the device and companion materials were found.

    “Miftakhov, a Russian Citizen, told investigators he purchased the bomb making materials through the internet over the past several weeks,” the Altoona department reported on Facebook.

    He was charged with Possessing a Weapon of Mass Destruction, Risking a Catastrophe, Possession with Intent to Deliver – Marijuana, Possessing Instruments of Crime (2 counts), Prohibited Offensive Weapons, Incendiary Devices, Recklessly Endangering Another Person, Possession of Controlled Substances, and Possession of Drug Paraphernalia, the department said.

    Miftakhov was taken to Blair County Central Booking for arraignment, the department said.

    Just three days ago, on Jan. 22, Altoona police arrested a man who resided on nearby North 5th Avenue. In that case, Antony Ross Williams, 25, was arrested on charges of peddling heroin and possessing a stolen 9mm Smith & Wesson handgun.

     

  • BULLETIN: Idaho Man Suspected Of Shooting At White House Arrested By Pennsylvania State Police; U.S. Secret Service Confirms Detention Of Oscar Ramiro Ortega-Hernandez

    BULLETIN: Oscar Ramiro Ortega-Hernandez, an Idaho man suspected of using an assault rifle and shooting at the White House after dark on Veterans Day from hundreds of yards away, was arrested early this afternoon by Pennsylvania State Police troopers who patrol a four-county area near Pittsburgh.

    At least two bullets are believed to have penetrated the White House perimeter. One of the bullets was stopped by protective glass. President Obama was not at the White House when the shooting occurred, and U.S. Park Police obtained an arrest warrant for Ramiro Ortega and listed him as wanted on Saturday.

    Ramiro Ortega, 21, was arrested at a hotel near Indiana, Pa., a college town in the western part of the state. The arrest occurred at roughly 12:35 p.m. ET today, after U.S. Secret Service agents developed information on the suspect. Whether Ramiro Ortega was visiting someone in the Indiana area or simply intended to rest at the hotel was not immediately clear.

    The Park Police said their probe — which has been joined by the Secret Service and other agencies — began Friday at about 9:30 p.m., after officers heard gunfire in the “1600 block of Constitution Avenue NW Washington, DC.”

    The area, Park Police said, “is between the White House and the Washington Monument.”

    Officers located a crashed vehicle in the area, and “[e]vidence in the vehicle led to us obtaining an arrest warrant for Oscar Ortega,” Park Police said.

    ABC News is reporting that Ramiro Ortega is from Idaho and may be mentally ill.

    Investigators have not said whether they believed Ramiro Ortega was on his way back to Idaho when he was arrested in Pennsylvania. The area in which the arrest was made is about a four-hour drive from Washington.
